Coffman Associates is preparing an Environmental Assessment (EA) for proposed runway safety area (RSA) improvements to Runway 11L-29R. The southeast end of the runway does not meet FAA design standards as the perimeter access road, the perimeter security fence, localizer antenna, and a major public roadway are located within the RSA. The proposed action analyzed in the EA was to extend Runway 11L-29R by 330 feet to the northwest and implement declared distances to fully comply with FAA RSA design standards and to maximize takeoff and landing length. The primary concern was whether aircraft noise levels on noise-sensitive land uses northwest of the runway would increase as a result of the runway shift. The noise analysis concluded that the proposed runway shift would result in a slight change in noise exposure but the threshold of significance would not be exceeded.
